No, that is a weird post. This is something that should be reported to the
FBI. The guys is obviously selling two (2) licensed amateurs - and it is
patently illegal to own people (in the United States, at least).

As far as power, I had a ball and worked the world with but 75 watts. High
power amps can be a pain in the neighbors' ... uh ... well, three feet below
the neck. That usually causes problems for the operator as well. Heck, I
broke into one net running milliwatts (below 500 milliwatts).
