From a propagation standpoint, there is little difference in conditions between 10, 11 and 12 meters. But there are far more operators on 11 meters at any given time, so there are more chances to make that "rare" contact. That doesn't make it right, but it does explain why. You are clueless, Dave. 11 meters can be wide open when 10 and 12 meters are totally dead. That's the nature of the band and that part of the spectrum.
