There is no need to have any test for CW. The use of it will stand or
fall on it's own merits without any artificial boost due to testing
requirements. CW will never die out completely, like classic cars,
somebody will always have an interest in it. Regards,

One may substitute the word "hammie radio" for "CW" in your post and the
validity remains.
