They are two different radios. I have the older IC-4AT. It did NOT come with PL capability. It was necessary to sandwich a tiny PL tone generator board between two larger boards in the radio, and the tone is permanently set by soldered jumpers. It can't be adjusted without a major disassembly and re-programming the jumpers. Setting frequency and offset is easy on the IC-4AT, as Mark indicated. I have never used the IC-04AT, but recall it is quite a bit more sophisticated. For either radio, "tuning" might require a service manual if yours is off frequency.
