It was changed to GMRS much more recently by Commission Action. At one time ALL Citizen Band Radios were licensed, and required a License Fee be paid, and in truth, all Citizens Band Radios are still Licensed by the Commission, under a General Nationwide Blanket License created when the Commission dropped the Individual Licenses, and Fees, for those particular Radio Services.
