Default dead radio

I have a Kenwood TM-255a that is giving me fits.

The radio refused to power on after being stores for a couple months.
I have totally disassembled the radio and can find no signs of damage. All fuses are good.
The radio memory battery IS dead. Would this keep the radio from powering on?
