Near the bottom of the report, explains what the author found.
Most likely they were "narrow" 5 kHz FM or could have been
15 kHz FM modulation, many two way radio systems were converting
to "narrow" 5 kHz scheme about then from 15 kHz "wide band", so the
FCC could allocate more channels in the same "band".
