I don't recall if it is in part 97 or an interpretation, but there is
official word from the FCC that transmissions *specifficaly aimed at
amateurs* is diffeernt from that aimed at *anyone* which *is* considered
broadcastaing. So if it is to anyone, it is broadcasting. If it is to an
individual or specific group of people, then it's not. I'm just explaining.
I wrestled with this as well and it is certainly arguable...as is anything
here... So, what about religious transmissions? If they hope to convert,
then it's broadcasting. If they are only targeting religious people, then
it's not, I guess. 73,

I think the point is that the material in the bulletin/broadcast
needs to be that only interesting to hams or prospective hams.
But any subject in a true 2 way communication (QSO) is allowed
except for indecent and patently offensive material.

I wonder if I can get a US patent on something patently
offensive? ;-) I already have 14 "utility" patents
(those are the real patents, don't let some shister
lawyer sell you a "design" patent. A design patent is
really just a trademark of sorts, and is trivial to
circumvent).

It is indeed actually in part 97. It must be intended for amateurs and the
content must be amateur related material, ie things like rule changes or
effect of BPL but not other material such as religious material, general
news, etc.
