I don't recall if it is in part 97 or an interpretation, but there is official word from the FCC that transmissions *specifficaly aimed at amateurs* It is indeed actually in part 97. It must be intended for amateurs and the content must be amateur related material, ie things like rule changes or effect of BPL but not other material such as religious material, general news, etc. Dee D.
