This is nothing new, except for extending existing laws to apply to
cell phone.

Any older, experienced ham can tell you that it has long been illegal
to communicate using your mobile rig while your car is in motion.

We've always been excluded for conducting a QSO while driving on public
roadways, so it makes sense to me that cell phone use should be equally
prohibited. The law makes sense.

I can't even count the number of times that I've had to take evasive
action to avoid collision with a clueless man/woman who is so
distracted by their cell phone conversation that they totally lose
sight of everything around them.
