Default FCC Field Strength Measurements

It was a bit more complicated than that. If the station under observation
was using a directional antenna (whether rotatable or switchable), the FCC
had to make sure no changes were made to the antenna in the interval between
the two measurements you have mentioned.

I wonder what they use today?

Can anyone point to an article on how to make an accurate field
strength meter that would give a readout in microvolts/meter. I did a
search but haven't found anything yet.
