Maybe using the wrong news provider. Not all news providers have their servers configured to handle moderated newsgroups properly. My news reader (Demon's 'Turnpike') has the 'moderated' box checked in the configuration for rec.radio.amateur.moderated (which is the default when you add a new NG which is moderated). I don't think that there have been problems with other moderated NGs although, these days, I only post occasionally in uk.legal.moderated. Otherwise, have you asked the moderator?
