ting Al Penney, VO1NO, as the recipient of the RAC Amateur of the Year
Award for 2020 in recognition of his tireless efforts to promote Amateur
Radio in his home province of Newfoundland, throughout Canada and inter
nationally.

Through the RAC Amateur of the Year Award (https://www.rac.ca/rac-amateur-
of-the-year/) , Radio Amateurs of Canada recognizes the outstanding cont
ributions made by Canadian Amateurs. The RAC Board considers nominations f
or the RAC Amateur of the Year Award and presents it if and when the nomin
ation demonstrates the exceptional contribution made. If there are several
nominations the best for that year is approved.

Alphonse (Al) Penney, VO1NO, was born and raised in Corner Brook, Ne
wfoundland. A Remco crystal radio kit Christmas gift, and the acquisitio
n of a Hallicrafters S-38D shortwave receiver as a boy sparked a lifelong
fascination with the “magic of radio�.

Al was licensed in early 1977 after taking an evening course sponsored by
the local Department of Communications (DOC) Radio Inspector.https://www.

Al has served on the Executives of many clubs throughout Canada and the US
A, including Vice-President of the West Island ARC in Montreal, and Pr
esident of the VE2CMR ARC, Halifax ARC, West Carleton ARC in Ottawa,
and the Pike’s Peak Radio Amateur Association in Colorado Springs
while serving at NORAD Headquarters.

More recently he co-founded the Annapolis Valley Amateur Radio Club in Nov
a Scotia, a “virtual� club that appeals to those who do
not like to take part in more traditional clubs.

Al has been involved with teaching prospective Amateurs since the early 19
90s. He is one of the primary instructors for the Halifax ARC for their Ba
sic and Advanced courses, and he organized and taught the RAC Online Bas
ic Course in response to the global pandemic.

Al has been the RAC Band Planning Coordinator since 2013 and he spearheade
d the effort to update the Canadian HF band plans and have them published
in a graphic format. He is currently coordinating the update of the VHF/U
HF band plans. He lives in Aylesford, Nova Scotia on 10 acres he would l
ike to turn into an antenna farm!

C’est avec grand plaisir que le conseil d'administration de RAC
à choisi Al Penney, VO1NO, comme récipiendaire du prix de r
adio amateur de l’année de RAC pour 2020. Ce prix est en reco
nnaissance de ses efforts inlassables pour promouvoir la radio amateur dan
s sa province natale de Terre-Neuve, partout au Canada ainsi qu’
à l'étranger.

Par l'entremise de ce prix, Radio Amateurs du Canada reconnaît les
contributions exceptionnelles des amateurs canadiens. Le conseil d'admini
stration de RAC examine les nominations pour le prix de l'amateur de l'ann
ée de RAC et l’attribue lorsque la nomination démontre l
a contribution exceptionnelle apportée à la radio amateur. S'il
y a plusieurs nominations, la meilleure pour cette année est sÃ
©lectionnée.

Alphonse (Al) Penney, VO1NO, est né et a grandi à Corner Bro
ok, à Terre-Neuve. Un ensemble de radio à cristal Remco comme
cadeau de Noël et l'acquisition d'un poste récepteur à ond
es courtes Hallicrafters S-38D pour le petit garçon qu’il Ã
©tait, ont suscité une fascination qui n’a jamais cessÃ
©e pour la “magie de la radioâ€�.

Al a obtenu son certificat d’opérateur au début de 1977
après avoir suivi un cours du soir parrainé par l'inspecteur ra
dio du département des communications (DOC) de sa région.

Al a siégé à la direction de nombreux clubs à travers
le Canada et les États-Unis, y compris vice-président du West
Island ARC (Amateur Radio Club) à Montréal et président du
VE2CMR ARC, du Halifax ARC, du West Carleton ARC Ã Ottawa et du
Pike's Peak Radio Amateur Association à Colorado Springs alors qu'il
servait au quartier général de NORAD.

Plus récemment, il a cofondé l'Annapolis Valley Amateur Radio
Club en Nouvelle-Écosse, un club “virtuel� qui s
’adresse à ceux qui préfèrent ne pas participer Ã
des clubs traditionnels.

Al a été impliqué dans la formation des futurs amateurs dep
uis le début des années 1990. Il est l'un des principaux instruc
teurs du club de radio amateur de Halifax pour leurs cours de base et sup
érieurs, il a de plus organisé et enseigné le cours de ba
se en ligne de RAC en réponse à la pandémie mondiale.

Al est le coordonnateur de la planification du spectre pour RAC depuis 201
3 et il a dirigé l'effort de mise à jour des plans de fréqu
ences HF canadiens et de les publier dans un format graphique. Il coordonn
e actuellement la mise à jour des plans de fréquences VHF / UHF.
Al réside à Aylesford, en Nouvelle-Écosse, sur une ter
re de 10 acres qu'il aimerait bien transformer en ferme d'antennes!
