The last time amateurs made any advances or performed
meaningful contributions to radio was decades ago ...


That's your view and you're stuck with it.

Why even bother licensing a bunch of appliance operators engaging in a
well established hobby?


If you have to ask the question, it is apparent that you don't know the
answer.
