Absolutely. To come to the conclusion that deaf people cannot learn and use CW is rather narrow-minded in my opnion. I bet there's a way that ANYONE could learn CW. No, if a deaf person wants to learn morse code they can. It is wrong for the government to require them to pass a morse code test because in reality they have little or no use for it. Like I said why doesn't the government require blind people to pass a driving test if they ride the bus?
