Default FCC rules need to be changed

Do you want to send pornographic cartoons to other sicko's like
yourself, enciphering them so you won't get caught?

Why you want some?? you sure like to visit my BBS alot.

§97.113 Prohibited transmissions.

(a) No amateur station shall transmit:
(5) Communications, on a regular basis, which could reasonably be
furnished alternatively through other radio services.

This rule here is outdated because technology has come so far that
anything an amatuer station can do can be done through other service.

§97.113 Prohibited transmissions.

(a) No amateur station shall transmit:

messages in codes or ciphers intended to obscure the meaning thereof,
except as therwise provided herein;

Although obscuring the mean isn't real a good idea in this day and age,
code and cipher can have some value including allowing multiply persons
on the same frequency at the same time, allowing for what band space we
have become a little larger through encryption. Example like short
spacing repeaters, and allowing multi-repeaters on the same frequency
in the same town, just to name one
