Va Beach and Norfolk are on Motorola trunking systems. These are analog so
there are not APCO25 and don't require the new "digital" scanners. Va Beach was still using Type I talkgroups last time I checked but Norfolk is using Type II. Newport News is also on a Motorola Type II trunking system (analog). The city of Hampton uses an analog EDACS system (actually 2 systems). All of these can be monitored on just about any trunk tracking scanner. I don't know about any other systems in that immediate area.
