Most of the time they get the info from "someone" at the cop shop. The cops
are told they are encrypted when it is simply digital.

I was covering a story about the local Sheriff on a ride along. He told me
the new radio system was encrypted and that it was against the law for
anyone to listen to them.

I didn't pull out my Pro-96 and bust his bubble... It never dawned on them
how I always appear at newsworthy locations shortly after they do.
