Default Philadelphia trunked frequencies

Any advice would be appreciated.

I own a Radio Shack 150 channel 800 MHz trunking Scanner (PRO-91) and
am having trouble accessing the new Philadelphia trunked frequencies.
I've been using this scanner to access Montgomery County
(Pennsylvania) trunked frequencies for about 5 years, so I know that
the scanner works properly. Although I live in Montgomery County, I
should have no problem accessing these signals. I live only about 4
miles from the city limits and had traditionally been able to retrieve
Philadelphia signals in the pre-trunked days. Also, my scanner is
defaulted to Type II. I assume that Philadelphia uses a Type II
system.

I entered the new frequencies and set it up for trunked access. I've
set the squelch properly and I believe that I've used the proper
frequencies. I don't receive any signals, however I occasionally
display channel numbers (with no sound) (e.g. 3824, 464, etc.)

Here are the frequencies that I've entered (I found them from some
website):

868.8375 868.8125 868.7875 868.5875 868.2875 868.0875 868.0625
867.8625 867.5875 867.5625 867.0875 867.0625 866.8375 866.3625
866.2875

This is the order that I entered the frequencies.

Am I doing anything wrong? Thanks.
