What happens when a 2-way radio gets lost?

What happens when a 2-way radio gets lost?

Always wondered about it.
Let's say the "bad guy" steals the police radio.
I'd assume there is a way to disable the unit to not be able to transmit.
But it would still be able to receive very well.

Any thoughts?
