As far as I know P-25 cant exchange keys over the air, a flay in my opinion. P25 is *NOT* inherently encrypted. It can be, the provision is there in the spec, but many P25 systems are bought without the (relatively expensive) encryption modules. Go to the database at Radio Reference http://www.radioreference.com/modules.php?name=RR and see how many P25 systems have talkgroups listed as D, not E. |
