In Ecuador, a driver license was a "carnet" and had two documents in a plastic folder... one was the renewable permit, and the other was the license, consisting of a multiple page "folder" with the appropriate seals and stamps on it. A radio station license was a legal document, on European (not American) long-form paper, in an official folder (carpeta) with fiscal revenue stamps. The Authorization was about 10 pages long. A ham license was a shorter version of the same thing. Neither radio station nor ham licenses had a "Suitable for framing" single piece of paper like US licenses in the era. All such documents referred to the permitee's Cédula de Identidad number... the unique national ID card. Without an ID card, you could not even cash a check... so there was no identity theft there, something the US has yet to figure out. Gee, all those other licences show up in the applicable Callbooks, poseur... Prove it! |
