It could be a visa to vacation here, a student visa or a work permit for example. These examples permit the foreigner holding them to specific activities in specific time frames. If the rules in the agreement granted are violated they are deported. If they do not have a student visa or work permit they better not be doing either. You must understand that these limited rights are granted by the government and are not the inalienable rights the citizens have.
