I'd investigate a little further. The biggest single expense was paying
somebody off for building said ice rink on their land without
permission. Stuff happens.

2 - Later the Judge Reversed Himself and Re-Rule
it was NOT the City's Land.
3 - The City Exercised It's Right of "Eminent Domain"
to Aquire the Property.
4 - An Alaska Court confirmed the City's Right to do so
and Ordered that an Arbitrator determine the appropriate
Price.
5 - The Arbitrator Ruled on the Final Price and Interest.
