Bases are leased. Just because the lease is part of a diplomatic treaty does
not mean the property is soverign. Ships ARE soverign from old rules.
Embassy perimeter is like a ship, US territory.

Bases have different contracts, rules, procedures, security, etc. depending
on how old. Gitmo is different from most for obvious reasons, but is not
soverign. Diego Garcia is leased. Japan and Germany are different from
Panama. Philippine bases were vacated instantly. Some countries like to have
the bases near, some don't.
