Is there such a thing as a MP3 player that uses an AA battery, has a
built in FM transmitter, and a USB interface for downloading files from
the PC?

Also, if you have a player already, there are a number of nice little
modulators you can buy that run off of either 1 or 2 AAA batteries and
sound quite good. I have one that uses a single AAA battery, and has all
200 channels and excellent sound with fairly good range (about 20-40'
indoors).

What model FM transmitter do you have?
