Some where at some time I heard that they
were installing Flow Restrictors at the Wall :
So that the User would have to Wait a few
minutes for the Tank to Fill for a 2nd Flush;
and therefore you would leave and not make
the 2nd Flush.
-but- then along comes the next User and
they see the partially un-flushed Toilet Bowel
and they Flush-It before they use-it.
