Well, no. The Federalist papers are the thoughts of only two of the
fifty some convention delegates (Jay wasn't even at Philadelphis)

And ignoring the fact that the authors of the Federalist Papers left
many meanings unaddressed, they are no help at all on any of the
subsequent amendments.

Yeah, truth can be stranger than fiction. When Hawaii became a state,
laws concerning birth certificates became VERY lax (well, they were lax
to begin with, to be truthful.) The most important goal were as many
citizens of Hawaii as possible ... influence with house and senate
representatives, population numbers which qualified for various forms of
"federal aid" and assistance, etc. were STRONG motivators ... those
unfamiliar with Hawaiis' history would/will need some time to review it
all ...
