Not on the decommisioned list is ATA in India, which as far as I know has not
been operational for 3 years (per Jose Jacob in India), however it is still
shown on the active list.

I believe RTA has been decommissioned. See:

http://www.globalserve.net/~hepburnw/dx/time.htm

The list:

DUW 21 Manila, PHL
HD2IOA Guayaquil, EQA
LQB 9 Monte Grande, ARG
LQC 28 Monte Grande, ARG
PLC Jakarta, INS
PPEI Rio de Janeiro, BRA
RID Irkutsk, RUS
RTA Novosibirsk, RUS
VNG Llandilo, AUS
XBA Tacubaya, MEX
XDD Chapultepec, MEX
XDP Chapultepec, MEX

If the HD2IOA is on 3810khz, it's back ... heard them last night at 0900z.
