It merely means that that is the intended target area of the broadcast.
Hypothetical example: A broadcast in Hungarian from Radio Australia targeted to
Europe could conceivably be received by you depending upon the time of day,
frequency used and your location in respect to the target area.

That's the short answer!

That's what the shortwave hobby, and shortwave listening is all about.
