Yes. They are. And up to 4 minutes per hour of government PSAs, too.

Also, doesn't the President of Mexico have the right to pre-empt all
local programming for a speech? (I heard that happen once or twice on
690....)

I think they're also *required* to play the national anthem at midnight....
