Technically yes, absolutely! But countries and airlines have agreements
regarding overflights in other countries. I am sure the passenger list MUST be provided to the U.S. authorities for all passengers onboard ANY international flight that traverses U.S. airspace even if said flight does not land on U.S. territory while enroute.
