It is Congress (The House and Senate) that write the Bills;
and it is Congress that either puts the money in or took it out
for any Federal Funding.

be Blamed for the Shooting and Killing of African-Americans

wait and wait to let the President Do It (Give the Order to

WHY THE PEOPLE OF NEW ORLEANS ARE BEING SHIPPED OUT OF STATE.
* If they were simply being shipped within the State of Louisiana
then "The State" would have to bear the cost.
* However if they are shipped outside the State of Louisiana
to other nearby States then it is the Federal Government that
will be Paying-the-Bill for Everything for the next 100 Years.
