I agree...he should try to get a wire up on the roof of his building. I
know a ham in Brooklyn who was granted roof rights. He used the four corners of his large apartment building to erect a big horizontal loop. I don't know the construction details (how long, how high, etc.), but it works like gangbusters. I lived in Reno for a few years, not far from the Peppermill casino on Virginia Lake. If he could get out of town, he could probably find a nice spot for SWL. In fact, I halfway suspect that most of his noise problems are coming from the very building he lives in.
