Not according to Google. It counts hits from unique IP addresses.
There is a whole industry devoted to getting high rankings on the
various search engines and that hole was plugged a long time ago to
prevent a bot form repeatedly doing the same search to move a site to
the top. If you search "Michael A. Terrell" in quotes, I am most of the
first 100 hits. Last week my website was at the top of the list, but
some of the web based forums have pushed to the top of the list.
