So?

It's a multi-band amplifier. In order to tune the full width
of the lower bands, the variable capacitor(s) have to vary enough
that at 10meters they will tune more than the 10meter band. It
doesn't need an 11meter band position.

What you need to look at is what other information was provided.
Like is it a known ham manufacturer? It's not. That's the giveaway.
