Default WRC-03 changes now in effect

The code requirement is to be abolished shortly after this takes affect.

Actually, this is the publishing of an order made around January concerning
changes to 3rd party agreements, and is a separate issue from the code
docket.

It is good to see it is now published and in effect, but I don't think this
is the actual publication that will authorize their stance on code
elimination.

Below is the press release that should give a hint on the Leagues estimate
of the Code decision going into effect.

They indicate changes due "mid year" and use a July 1st Benchmark.

A real shame they couldn't have acted before Dayton and given the industry a
well needed shot in the arm before Hurricane season starts.

examinations starting July 1 now are available for ordering. The ARRL has
produced The ARRL Ham Radio License Manual--a brand-new publication that
includes all the information a prospective ham needs to get licensed,
including the significantly revised Technician class (Element 2) question
pool going into effect at mid-year. Also just out: the fourth edition of
