Quoting the 1957 ARRL License Manual: "The Conditional
Class license conveys privileges identical to those of
the General Class ..." which incidentally at the time,
was all amateur frequency operating privileges.

General/Conditional Class = "All amateur priveleges," as in AMATEUR
EXTRA priveleges.
