Thanks for telling what the oval objects are. I have seen them and often

They are used when you have to reverse the direction of a cable, but keep it on the same line. The radius of the web is larger than the minimum radius the cable can handle. It keeps the wires inside the cable from flexing too much and breaking as the cables direction changes. This may or may not be a part of the "mystery box". I can offer you the following, and there are also pictures: There are 2 slightly different models, they vary in where the vent is located. All boxes have 3 connections: Power, antenna, and some sort of other connection - phone, or perhaps fiber. No one asked the city communications department or the city attorney for permission to install these. They also would like to know what they are. All have a fan inside that is running.
