The sentiments expressed below are relevant to the whole world of Ham Radio. If we do not take action now about what are essentially CB licences, then we can have no complaint in the future when Ham Radio is treated by the powers-that-be as a variation of CB Radio. We value the privilege of designing and making our own radios. No such privilege exists. The thin end of the wedge is already there in some places, Spain, for example, where you cannot fire up your own TX unless it has been subject to scrutiny (expensively so) by government scientists. We _MUST_ exhort all M3/CB Fools' Licensees to either move to a better licence class or to not come on the bands at all. Who is we? If they come onto the bands, we _MUST_ refuse to QSO with them. Probably for the best!
