Win, W0LZ It's a rectangular ceramic cap, _possibly_ 39pF ('cause of the "M390" marking). Those things have military catalog numbers and don't necessarily include the actual value printed on the cap, which is a pain if you have a mixed bag of them, or if you have one on a board and want to know it's value. Thanks, Tim. I think you are correct. Rich Measures, KG6K, said it could be an MOV, which is a capacitive device.. What eve it is, exactly, I think I am going to leave it in the circuit.
