Nope, never told anyone that they need to upgrade just for upgrading's sake.
I have however helped them learn what privileges are available should they
choose to do so.

They learned those very likely studing for the tech License

My first contact from the ARRL was a letter telling me how I needed to
upgrade

Never received such a letter myself and do not know its content so cannot
comment on it.

You can of course but choose not to
