The players (companies) are the same as the ones who implement AAC+SBR, e.g. Fraunhaufer and Coding Technologies and Neural, aren't they. Of the three companies you mention, Coding Technologies is the one that has an AAC+SBR implementation (under the tradename aacPlus). But you miss the point. You are relying on inferences and guesswork for something that -- whether a correct guess or an incorrect guess -- ought to be public information, but isn't.
