This true of any birth certificate in any state. By definition if it
does not have a state seal it is not a "certificate". A photo copy of a
certificate with a seal is not a certificate. A picture of a certificate
on a web site is not proof of having a certificate.

It looks fake and it is not proof in any event.

The certificate number is also blocked out which invalidates it as a
useful document.
