The 34th Annual
Community Radio Conference
April 1-4, 2009 I Portland, OR

The term has changed in meaning. Community radio today is synonymous, even
at the FCC, with the low power things nobody listens to. It used to be the
term was associated with the couple of dozen stations that people like
Lorenzo Milam got on the air, which nobody listened to. Or the big FMs that
Pacifica got on the air, that nobody listens to.

Or couldn't because they were jammed by international cabrones.

You refer to the unprotected coverage of KPFK in the San Diego area,
obviously.

When the FCC established classes of license (A, B and C) with specific
height and power limits they found many existing stations which had greater
than the maximum now allowed. These stations were allowed to continue to
operate at superpower, but they would only be protected to the extent of the
coverage of a non-superpower facility.

Under the terms of our treaty with Mexico, those protections were honored,
and XHLNC in Tijuana was licensed respecting the protected contours of KPFK,
which did not include any of San Diego county.

Nobody jammed KPFK. Nobody is a "cabron" in this case... all operations were
in accordance with FCC rules.
