You will be a lot better off with a outdoor antenna than a whip

Whips are usually part of the radio -- mine is 4 foot high

The best radio in the world won't pick up beans without a good antenna

Whips will pull in the strong ones if conditions are right.

You didn't say how much you were wanting to spend, but the Grundig S350
is a
really nice portable with decent sound and digital readout. It uses a
whip
antenna so no outside antenna should be necessary.
