They would then most likely be eligible for the Tech Plus (Tech
Plus passed the 5 WPM test) privileges which allow voice, CW and digital
operation on 10 meters, and CW on the 80, 40, and 15 meter bands.

To get more privileges they'd have to pass the General Class element(s) of the
exam.
