"GROL" = General Radio Operator's License. This was the replacement for
the old FCC First/Second Class -commercial- radio operators licenses. No
connection to ham radio licenses.

that was issued in 1984 [as was the other old call database license],
so this may also be your guy.... callsign is PG1110615


Not a "call sign" but the "serial number" (for lack of a better term) of
the commercial license.

I'm not trying to be picky but just to explain some of the terms. I'm
sure Bill appreciates your research...
