According to the policy you cited above, EBay itself does not have a problem with newsgroup postings unless the policy of the newgroup itself is violated.... which leads to... is there an "official" policy of rec.radio.swap prohibiting the posting of auction items.... and more particularly, those EBay items available for sale as a "Buy it Now" item?
