HHHmmmmmmmm There are VEC exams all over the world, the Phillipines being no exception. As long as the VECs are registered with the FCC, they can take exams wherever they want. They send in the exam results to the FCC and licensees receive their ticket in the mail. You need to have a valid ID and an address in the US (including Saipan, Marianes...). verrry interesting..but not very kosher AFAIK, it is. There is no provision for the exams to take place in the US.
